Federal observation shows the mix of behaviors has shifted away from holding a phone to the ear toward manipulating a device; handheld talking declined from about 3.4% (2021) to 2.5% (2022) and decreased again in 2023, while visible manipulation remains at or above handheld talking (<a href=\"https:\/\/www.nhtsa.gov\/press-releases\/driver-electronic-device-use-2023-nopus\">NOPUS 2023<\/a>). Evidence indicates handheld bans reduce observed handheld use and are associated with modest crash\/fatality reductions when paired with primary enforcement and high\u2011visibility operations (<a href=\"https:\/\/www.nhtsa.gov\/research-data\/driver-electronic-device-use\">NOPUS law comparisons<\/a>; <a href=\"https:\/\/www.ghsa.org\/state-laws\/issues\/distracted%20driving\">GHSA<\/a>). Complementary enforcement strategies also show measurable gains: automated enforcement programs report double\u2011digit percentage reductions in targeted crash types, and NHTSA\u2019s high\u2011visibility enforcement model reliably boosts compliance when sustained (<a href=\"https:\/\/www.iihs.org\">IIHS automated enforcement<\/a>; <a href=\"https:\/\/www.nhtsa.gov\/high-visibility-enforcement\">NHTSA HVE<\/a>).<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"age-gender\">Impact of Age and Gender<\/h2>\n\n\n\n<p>Demographic patterns are consistent across recent releases through 2025: the youngest drivers have the highest distraction involvement, and females are more often coded as distracted among drivers in fatal crashes, though males account for more distraction\u2011involved fatal crashes in absolute numbers due to exposure. NHTSA\u2019s age breakouts show a higher share of 15\u201319\u2011year\u2011old drivers in fatal crashes were reported as distracted than drivers 20+ (<a href=\"https:\/\/www.nhtsa.gov\/risky-driving\/distracted-driving\">NHTSA<\/a>). In self\u2011reports, about one\u2011third of drivers acknowledge reading\/typing texts while driving, with the highest levels among young adults (<a href=\"https:\/\/aaafoundation.org\">AAA Foundation<\/a>). Among teen drivers specifically, CDC\u2019s 2023 Youth Risk Behavior Survey shows a substantial share report texting\/emailing while driving, with higher prevalence among older students and females (<a href=\"https:\/\/yrbs-explorer.services.cdc.gov\/\">CDC YRBS Explorer<\/a>). These age and gender gradients have persisted into 2025 across crash data, observation, and surveys (<a href=\"https:\/\/www.iihs.org\">IIHS<\/a>).<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"risk-perception\">Perception of Risk<\/h2>\n\n\n\n<p>The \u201csay\u2013do\u201d gap remains large: about 9 in 10 drivers rate reading or typing on a phone while driving as very or extremely dangerous, yet roughly 1 in 4 to one\u2011third admit doing it recently; hands\u2011free calling is viewed as more acceptable (<a href=\"https:\/\/aaafoundation.org\/2023-traffic-safety-culture-index\/\">AAA Foundation 2023 TSCI<\/a>). Observational research shows the riskier behavior\u2014phone manipulation\u2014has become more common than simple talking (<a href=\"https:\/\/www.iihs.org\">IIHS<\/a>). Converting concern into safer behavior is most effective when strong, primary\u2011enforceable hands\u2011free laws are paired with visible, short\u2011burst enforcement and sustained media (<a href=\"https:\/\/www.nhtsa.gov\/high-visibility-enforcement\">NHTSA HVE<\/a>). Technology can help: system\u2011level driving modes like <a href=\"https:\/\/support.apple.com\/en-us\/HT212608\">iPhone Driving Focus<\/a> and <a href=\"https:\/\/support.google.com\/android\/answer\/9069335\">Android\u2019s Do Not Disturb while driving<\/a> automatically silence notifications and limit access; camera\u2011based driver monitoring systems are expanding, aided by the EU\u2019s requirement for driver drowsiness\/attention warnings on new vehicle types from 2024 and all new vehicles from 2026 and reinforced by 2024 IIHS ratings that reward robust monitoring (<a href=\"https:\/\/road-safety.transport.ec.europa.eu\">EU GSR<\/a>; <a href=\"https:\/\/www.iihs.org\">IIHS 2024 safeguards ratings<\/a>).
