For in\u2011year direction we consult the FBI\u2019s quarterly indicators (<a href=\"https:\/\/crime-data-explorer.fr.cloud.gov\/\">QUCR<\/a>). We define \u201ccity\u201d using FBI agency jurisdictions (municipal police departments or equivalent) and apply a population floor to improve stability (\u2265100,000 recommended); we also reference the <a href=\"https:\/\/www.census.gov\" target=\"_blank\">U.S. census bureau\u2019s<\/a> definition of urbanized areas for context. Because reporting practices, demographics, and tourism inflows vary, the FBI explicitly cautions against simplistic agency\u2011by\u2011agency rankings (<a href=\"https:\/\/www.fbi.gov\/how-we-can-help-you\/more-fbi-services-and-information\/ucr\/caution-against-ranking\">official guidance<\/a>). We include these caveats and focus on transparent, reproducible measures.<\/p>\n\n\n\n<p>We rank cities by violent and property crime rates using FBI agency counts and populations. Rates are typically expressed per 100,000 residents (we also show per 10,000 for comparability). Violent crime includes murder\/nonnegligent manslaughter, rape, robbery, and aggravated assault; property crime includes burglary, larceny\u2011theft, and motor vehicle theft. Nationally in 2023, violent crime decreased and property crime increased versus 2022; expressed per 10,000 people, that\u2019s \u224835.8 for violent crime and \u2248209.3 for property crime (<a href=\"https:\/\/crime-data-explorer.fr.cloud.gov\/\">FBI 2023<\/a>; 2022 baseline rates in <a href=\"https:\/\/crime-data-explorer.fr.cloud.gov\/\">FBI 2022<\/a>). We do not publish composite \u201ctotal crime scores\u201d without clear weights; instead, we present separate violent and property rates and, where possible, year\u2011over\u2011year changes.<\/p>\n\n\n\n<p>To add context to rankings, we provide illustrative \u201c1 in X\u201d victim\u2011of\u2011crime probabilities derived from recent multi\u2011year average rates and clearly label them as estimates. We only include agencies with complete annual data and exclude partial reporters. We also complement police\u2011reported statistics with national victimization data from the Bureau of Justice Statistics (<a href=\"https:\/\/bjs.ojp.gov\/library\/publications\/criminal-victimization-2024\">NCVS 2024<\/a>) to explain differences between reported and experienced crime. Beyond crime counts, many cities are adopting Safe System approaches\u2014lowering speeds, daylighting intersections, deploying automated speed enforcement where legal, piloting Intelligent Speed Assistance in fleets, and using data\/AI to prevent crashes\u2014supported by federal programs like USDOT\u2019s <a href=\"https:\/\/www.transportation.gov\/NRSS\">National Roadway Safety Strategy<\/a> and SMART grants (<a href=\"https:\/\/www.transportation.gov\/smart\">USDOT SMART<\/a>), with California\u2019s daylighting rule (<a href=\"https:\/\/gosafelyca.org\">AB 413<\/a>) and evidence syntheses from <a href=\"https:\/\/www.iihs.org\/topics\/speed\">IIHS<\/a> highlighting effective practices.
